NEW RULE MANDATES ANNUAL PARAPET INSPECTIONS: NYC BUILDINgs

Parapet Observation Requirements (Local Law 126)

All buildings in New York City with parapets facing a public right-of-way must undergo a mandatory professional parapet observation every year. The observation must be performed by a person competent to inspect parapets. 


Here at Masonry Inspection, we have qualified Professional Engineers performing the inspections, with vast experience assessing building façade components, including parapets.


The observation is a general assessment of the parapet(s). Any deterioration, including cracked/missing brick, parapet displacement, deteriorated mortar joints, cracked/spalled coping stones, or other misc. conditions. A determination of the condition any attachments to the parapets, such as railings, must also be made. 


The city start date for the new parapet observations are January 1, 2024. Although the report does not need to be filed with the DOB, every applicable building must have a report on record every year, for at least 6 years. 

Report Requirements

  • Building Address
  • Building Owner information
  • Inspector Information
  • Date(s) of the observation
  • Location plan of the parapet(s) observed
  • Dated photographs documenting the conditions observed
  • The construction of the parapet, including material, height, and thickness
  • General conditions observed and recommendations
  • Any repairs made to the parapet since the previous report

Buildings Exempt:

  • Detached 1 or 2 family homes or buildings with a fence/barrier preventing access to the parapet
  • Buildings which do not contain parapets front a public right-of-way

If Hazardous or Unsafe conditions are found

The building department must be notified of the hazardous condition immediately, public protections, such as sidewalk sheds, fences, or safety netting may need to be installed as required. All unsafe conditions must be corrected within 90 days from the notification to the DOB. The public protection must remain in place until the unsafe condition is remedied.
